RESUME

Introduction : La région est une collectivité territoriale mise en place par le gouvernement ivoirien pour le développement durable à travers l’aménagement du territoire et la promotion du développement économique, social, sanitaire, culturel et scientifique. Pour son fonctionnement, l’Etat met à sa disposition des agents. Objectif : Ainsi, ce travail a pour objectif de faire une analyse de la situation des agents de l’Etat ou fonctionnaires selon le genre dans l’administration des conseils régionaux en Côte d’Ivoire. Pour ce faire, nous avons exploité des documents traitant la question de décentralisation, des ressources humaines, et du genre à travers les sites internet. Nos analyses se basent sur des statistiques des fonctionnaires des conseils régionaux obtenues à la DGDDL (Direction Générale de la Décentralisation et du Développement local). Résultats : Les résultats montrent, qu’il y a une inégalité dans la répartition des fonctionnaires dans les conseils régionaux ivoiriens avec une sous-représentation des femmes fonctionnaires. Représentant 14% des fonctionnaires, le quota des femmes est inférieur au 30% recommandé par les nations unies aux Etats pour la participation des femmes aux instances décisionnelles. Elles sont absentes dans neuf conseils, mais présentes dans 22 régions avec une disparité dans leur distribution géographique. Elles sont presqu’absentes au nord, à l’ouest, mais un peu plus présentes au sud, centre et centre-est. Conclusion : le genre n’est pas pleinement respecté dans l’affectation des fonctionnaires dans les conseils régionaux en Côte d’Ivoire. Il convient donc de renforcer les campagnes de sensibilisation sur l’égalité des sexes et l’autonomisation des femmes considérées comme vecteur du développement économique durable et sont au centre des débats internationaux sur le développement économique.

ABSTRACT

The region is a territorial community set up by the Ivorian government for sustainable development through land use planning and the promotion of economic, social, health, cultural and scientific development. For their operation, the state makes the agents available. Objective: Thus, this work aims to analyze the situation of state agents or civil servants by gender in the administration of regional councils in Côte d'Ivoire. To do this, we used documents dealing with the issue of decentralization, human resources, and gender through websites. Our analyzes are based on statistics of regional council officials obtained from the DGDDL (Directorate General for Decentralization and Local Development). Results: The results show that there is an inequality in the distribution of civil servants in the Ivorian regional councils with an under-representation of women civil servants. Representing 14% of civil servants, the quota for women is lower than the 30% recommended by the United Nations to States for the participation of women in decision-making bodies. They are absent in nine councils, but present in 22 regions with a disparity in their geographical distribution. They are almost absent in the north, west, but a little more present in the south, center and center east. Conclusion: Gender is not fully respected in the affection of officials in regional councils in Côte d'Ivoire. It is therefore necessary to strengthen awareness-raising campaigns on gender equality and the empowerment of women considered as vectors of sustainable economic development and are at the center of international debates on economic development.
